THE BEACH CARLYON BAY
On behalf of the St Austell Chamber of Commerce, we fully support the proposals for the Carlyon Bay development. It’s a vital opportunity for St Austell and one that we must not let slip through our fingers.
Let’s get real about this: £250 million of private investment at a time when some businesses are on their knees; more than 500 construction jobs and the same number of permanent ones once the resort is up and running; a strong commitment to Cornwall College for apprenticeships and training courses providing young local people with a future career on their doorstep and a quality resort for all of us to be proud of. And let’s not forget, the only beach promenade on the south Cornish coast from Plymouth to Penzance!
I know what the shopkeepers and businesses of St Austell want – they want a vibrant town centre full of new visitors who will help to turn its fortunes around after years of depression and misery. This development is the best thing that could happen to this area and it’s our responsibility to make sure our voices are heard by contacting Cornwall Council and telling them why we think this development is a win win situation for St Austell Bay.

“Our plans to create one of the most sustainable integrated town developments in Europe here in Mid Cornwall, continues in earnest as we enter the more detailed stages of our proposals, leading up to planning applications later this year.
We all acknowledge that there is a once in a lifetime opportunity for the region, the chance to bring significant economic, social and environmental benefits for the local population and future generations. We must ensure that our plans reflect this potential to deliver something we can all be proud of.
Cornwall is a very special place, rich with cultural heritage and identity. It is well established as a tourist destination nationally and globally and there is a justifiable level of pride in the County amongst those that live here. Revitalising the landscape and the economy of Mid Cornwall is the driving force behind our plans and I believe if we all work together we can deliver something truly special. Together with the existing communities and our partners, we want to create something that stands out as a vibrant and sustainable place to live, work and visit.
Sustainability is at the heart of our proposals – as you will see on our website it runs through all our plans, in both the preservation of natural and cultural environments, and also in the creation of low carbon communities.
This website outlines some of our key values, project themes and draft detailed proposals.

TOWN CENTRE REGENERATION
The new St Austell Town Centre Regeneration Scheme is to be called White Whote River place. It is a £75m regeneration scheme with £31.5m pledged by the Southwest Regional Development Agency and the remainder by David McLean Developers. Included in the scheme is a 4 screen state of the art cinema, new shops, restaurants and cafe’s. Also included is a 550 space car park and 70 apartments.
Sir Robert McAlpine was the appointed contractor and they have been working on site since October 2007. All major excavation work is now complete and the cinema is now completed & opened in December 2008. It has just celebrated it 50,000 customer. Frankie & Benny’s have also opened underneath the cinema. Work is well advanced on the retail development which is due to be handed over on 30th October 2009 & fitted out for Christmas. On completion the retail development will employ between 500 and 700 people. Shops already signed are Wilkinsons, Bonmarche, Peacocks, New Look, Starbucks & HBoS.
The scheme has been designed to provide a welcoming and positive entrance to the town centre and will have strong pedestrian links to encourage movement through the town. The scheme includes:two new squares surrounded by shops and restaurants. On top of these sit offices whilst the perimeter of the site provides space for a series of two bedroom residential blocks. The Lower Square will have far-reaching views over the surrounding countryside whilst the Upper Square will reinforce the visual connections to the town by opening up views of the church tower. A substantial part of the roof will be made of sedum to reflect St Austell’s position amid rolling hills and its proximity to the Eden Project. The roof is also a visual indication of the high level of sustainable design that is contained within the scheme.

THE CORNWALL HOTEL SPA & ESTATE
CMR Leisure has started construction of a £30m destination hotel resort which is set to open in December 2009.
This includes the renovation of a grade 11 regency country house which will include 65 bedrooms with a further 56 bedrooms linked to the hotel. It will also include 60 timeshare lodges set in 45 acres of parkland. Also included will be a spa and a fine-dining restaurant and family bistro. Richard Whitehouse of CMR Leisure said the company was “extremely proud” of the project. He added “Conservation is at the heart of our proposals.
This sensative approach will ensure the Cornwall Hotel Spa and Estate will be a modern luxurious 21st century hotel whilst retaining the beauty, charm and integrity of it’s historic and unspoilt rural setting.”
The parkland hotel will complement St. Austell town centre and provide up to 240 jobs.

CATTLE MARKET SITE
The Travel Lodge and Pizza Hut are now open and trading. The Travelodge is a 67 bedroom Hotel with a restaurant. Costa Coffee opened on the 16th of December with Johnsons Dry Cleaners opening in January. Early next year the Choices Video Store will be up and running, this will complete the development which was delivered on target.
Life will undertake a mixed development of a 67 bedroom hotel, restaurant and retail units. Agreements have been entered into with Travelodge, Pizza Hut and Choices videos.
The scheme has detailed planning permission and Life has agreed the sale and funding of the development. Construction will commence in November 2004, opening November 2005. Latest news is that Pizza Hut will be opening on the 31st October with the Travelodge opening 21st to 30th November.
